County, state and federal officials have opened a 120-day public comment period on the scope of an environmental impact statement for the proposed coal and bulk-cargo terminal at Cherry Point.

The terminal project has been proposed by Pacific International Terminals, a subsidiary of SSA Marine of Seattle. It would be built on industrial land near Ferndale and Blaine, about 18 miles northwest of Bellingham.
